Mayor to Citizenry: DNA Testing All Dogs

The people of the small Bavarian town of Volkach have 420 dogs in town, and the Mayor is going to DNA test each one.  Is there some weird genetic disease particular to this town, or some dangerous  environmental impact as yet unreported?  The answer would be no to the former, and a qualified  yes to the later. 

Seems the mayor, Peter Kornell, along with many of his constituents, are sick and tired of stepping in, well, it.  Dog doo seems to be everywhere, which is an environmental hazard in sufficient quantities.  That sufficient mass has been reached in some districts of Berlin, where locals compare the walkways to open sewers (euu!).   Apparently there is a kind of genetic thing going on, not just in Volkach, but in areas of Bavaria–the natural beginner’s revulsion to picking up poop.  (It just takes practice, people, really!)

Mark Horne  reports that yes, there are laws and fines, and it doesn’t seem to matter–much like the new-to-Europe “no smoking” ban in pubic establishments, broken every day by many.  Like the speed limit here.  Enforcement is an issue.

Thus the DNA matching test will  be collected by a warden to be compared to the database, resulting in a fine to the owner, or evidence of a stray.

I just assume that most people pick up after their pets.  Although I know Paris has had an issue for many years, I don’t know if significant strides have been made recently.  Any stories to relate from your town or neighborhood?
